ENAC: SITUATION OF TODAY OPERATIONS AT ROME FIUMICINO AIRPORT AFTER THE INCONVENIENCES DUE TO YESTERDAY'S FIRE IN THE AREA ADJACENT TO THE AIRPORT AND TO THE TWENTY-MINUTE POWER INTERRUPTION OF TODAY - CRITICAL SITUATION ESPECIALL FOR LOW-COST FLIGHTS.
The National Body for Civil Aviation is monitoring the situation at Rome Fiumicino Airport after the operational problems due to yesterday's fire in an area adjacent to the airport, which imposed restrictions on flights.
The situation remains critical, despite the fact that all airport operators have been working at full speed in order to limit the delays for the numerous passengers using air transport for their travels in these days.
In particular, traditional airlines - among which Alitalia, the main operator at Rome Fiumicino - should be able to overcome the delays within today.
The situation is different for low-cost airline operators. Indeed, it might take longer for the passengers of these airlines to reschedule their flights and go back to normal activities,
due both to a very high load factor in this period of traffic peak,
and to the fact that low-cost operators often do not operate daily flights for some destinations, and need to reschedule their passengers on other airlines or other routes.
The situation is particularly difficult for the Spanish airline Vueling, which has cancelled many flights. The operational problems of this airline will probably last for a few days. Passengers scheduled with Vueling should check with the company whether their flight is being operated or not.
Furthermore, today ENAC has contacted its Spanish counterpart on the service interruption for Vueling. ENAC requested the Spanish Authority to intervene with the company so as to find immediate solutions to ensure the service for passengers who bought tickets with this airline. The Spanish Authority ensured that it will intervene on the airline in order to solve as soon as possible the service interruptions that involved a number of passengers.
This morning also a power interruption occurred, due to a short circuit that, as reported by Aeroporti di Roma, lasted about twenty minutes. The power supply has quickly been restored, and the interruption only caused a few inconveniences in check-in activities and luggage handling, problems that were swiftly overcome after the power supply returned to normality. A detailed report also on this episode was requested to the Director of Sistema Aeroporti Lazio, Patrizia Terlizzi, and will be presented in the meeting scheduled for Thursday 6 August with the managers of Aeroporti di Roma and Alitalia.

ENAC communicates that this afternoon, 29th July 2015, Rome Fiumicino Airport had to restrict its operations due to a fire that has broken out in areas adjacent to the airport, though outside its parameter.
In particular, take-offs were blocked as Runway 2 was closed from 2.20 pm to 3.45 pm. Runway 3, usually dedicated to landings, has operated normally. Runway 1, instead, was closed in order to facilitate fire-fighting activities.
From 3.45 pm, Fiumicino airport is slowly going back to normal operations with some delays, in order not to interfere with fire-fighting vehicles.
The Airport management company, Aeroporti di Roma, is now working to clean up the runways from the debris due to the fire, while company staff is available within the terminals to give information to the passengers of flights involved in the delays.

ADR: pier D will reopen tomorrow at 23.59 after green light from competent authorities. Leonardo da Vinci airport is back to normal operations.
Aeroporti di Roma communicates that, as from 23.59 of tomorrow 18 July 2015, Pier D will be newly available after the competent authorities gave their consent. Thanks to this decision, Leonardo Da Vinci airport can go back to normal operations, in compliance with Enac deliberations. Throughout this period, thanks to the cooperation of airline and airport operators, the airport has been capable to ensure the connections inside and outside the country, with peaks of 130/150 thousand passengers per day, with a probable increase in the next weeks due to the summer holidays peak. Concerning the quality of air, the company wishes to point out that it always applied the precaution principle in order to protect employees, keeping as a reference the parameters applied in Germany (MAK), the only EU country that has a specific standard on this aspect.

ADR: Fiumicino, positive trend in air quality in the areas struck by fire
ADR confirms that all the values detected since the beginning of air quality analysis have always remained below the thresholds indicated for workplaces. Furthermore, a downwards trend has been recorded, as is also confirmed by CNR studies. Nonetheless, ADR undertook all the precautionary measures deliberated by Public Health authorities for the places concerned, in a manner that has been judged sufficient in the ISS – Istituto Superiore della Sanità report.
As from 19th June, as soon as the areas had been reopened, reclamation works are under way 24/7 in order to eliminate possible sources of emissions, under the responsibility of Belfor, a US-based company world leader in disaster recovery.

The President of ENAC comments the positive data on traffic at Rome Fiumcino Airport
The President of ENAC, Mr. Vito Riggio, has made a favourable analysis of the data on traffic at Rome Fiumicino Airport. In fact, despite the reduction in operations due to the consequences of the fire that affected a part of the airport last May, and that provoked the sequestration of Pier D, the general upwards trend for national air traffic has been confirmed.
Comparing data from early May to yesterday with the same period of last year, the number of passengers at Rome Fiumicino Airport is unchanged, with over 5 million 800 thousand passengers in transit, plus another 266 thousand temporarily redirected on Rome Ciampino.
Mr. Riggio highlights how the commitment of airline operators and of the terminal manager has brought positive results, which are a guarantee for the whole sector and for the citizen's right to mobility.
The president asks all the parties involved to carry on in their efforts for welcoming and supporting passengers, especially those with disabilities and reduced mobility, providing timely and exhaustive information on flight and airport operations.
Finally, Mr. Riggio wishes that a quick and complete recovery of activities be achieved soon, so as to operate efficiently and regularly throughout the summer, which is the period with most intense air traffic.

ENAC: gradual reduction in operations at Rome Fiumicino airport starting from 12.00 pm of 12 June
In consequence of the gradual reduction of the number of incoming flights and of operations at Terminal 3-Departures decided by ENAC, Aeroporti di Roma has created a task force dedicated to passengers.
The staff, both circulating in the airport and at dedicated desks, will help travellers by giving indications and information on the services. One team will be deployed at the railway station, to welcome and direct passengers ever since their arrival at the airport by train.
During the period of reduced operations at Terminal 3-Departures some flights will be progressively rescheduled on other Terminals: T2, T2, T5, which will remain open 24/7 and will be linked by an improved shuttle bus service.
Operations at the Arrival area of Terminal 3 will remain unchanged and regular.
We suggest passengers to contact their airline operators in advance, so as to check the status and schedule of their flight.

Tonight ENAC received from ADR - Aeroporti di Roma the results of analysis on air quality at Rome Fiumicino airport. The summary chart of the values, in attachment hereby, is published on ENAC website.
The National Body for Civil Aviation, the sole authority for technical regulation, certification, supervision, and control on civil aviation in Italy, communicates that tonight it has received from Aeroporti di Roma, the manager of Rome airports, the data on air quality at Rome Fiumicino Airport, following the fire that affected some areas of the airport during the night of 7 May.

The chart lists the results of analysis carried out by the bodies involved in the monitoring of air quality with the relevant reference values.

ENAC: gradual reduction in operations at Rome Fiumicino airport starting from 12.00 pm of Friday 12 June.
Operations will pass from 80% to 60% - Terminal 3 departures will progressively be closed.
The National Civil Aviation Body informed that, in agreement with the Prefect of Rome, and considering the indications related to possible problems of public order, operative capacity at Rome Fiumicino will be progressively reduced for a few days from 80% to 60% of the normal operations level for this period, also in order to reduce inconveniences for passengers.
The reduction will begin at midnight of Friday 12 June 2015, that is, at 00.01 am of Saturday 13 June.
At the same time, Terminal 3 of Fiumicino Airport will also start reducing operations until a complete stop for all activities related to departing passengers.
The decision has been made after the Airport management company Aeroporti di Roma, ADR, expressed the need to reduce and limit operations at Terminal 3 as a precautionary measure, so as to ensure a regular and safe operational management, which might be compromised instead should the currently usable areas be congested or overcrowded. We would like to remind that, in fact, Pier D of the terminal has been put under sequestration by the Public Prosecutor's Office of Civitavecchia, in charge for the investigations on the fire that affected a part of the airport last 7 May.
ENAC, in requesting the management company to make sure that airline carriers provide users with correct information, also renewed its suggestion for passengers leaving from or arriving at Rome Fiumicino to contact airline operators to check the status and schedule of their flights.

Meeting of the ENAC Board of Administrators on 8 June 2015: President Riggio reports on the operativeness of Rome Fiumicino after the fire on 7 May
The National Civil Aviation Body announces that during the Meeting of the Board of Directors that was held today, 8 June 2015, among the various points on the agenda that were discussed, President Vito Riggio presented an oral report on operations in the Rome Fiumicino Airport a month after the fire that involved an area of the airport.
In his report, President Riggio emphasised certain data concerning the airport, including a 5 % increase in traffic compared to the same period of the previous year. Based on the data announced by the President, yesterday, 7 June, about 135 thousand passengers used the airport in Fiumicino, while the total number of passengers over the last month is around 3 million.
Furthermore, based on available analyses, constant monitoring of the air quality has not shown values that do not comply with those permitted by law. So far, four switchboards have been installed at the Fiumicino Airport, including the one for CNR, a centre involved by the Aeroporti di Roma Company. On the other hand, the Health Authorities, involved by the ENAC, have asked for another week before they can announce the values they have detected. Furthermore, we would like to point out that none of the passengers that used Fiumicino airport during the last month has complained about feeling ill to any of the health authorities.
The Board of Administrators has expressed its appreciation of the Body’s facilities, particularly in relation to the Lazio Airport System Management, involved directly in managing the critical situation, for having made sure that the Nation was not cut out of airline connections, as well as the safe involvement of all airport activities in harmony with the authorities, institutions, management companies, airlines and operators present at Rome Fiumicino Airport.
However, the Board has expressed its concern for the limits imposed by the preventive confiscation of Pier D ordered by the Public Prosecutor’s Office of Civitavecchia, responsible for investigations, which limits recovery of complete operativeness of the airport.
As a matter of fact, if complete use of all airport facilities is not restored as soon as possible, ENAC will be forced to consider further limits to the airport's operations, with the subsequent problems that may weigh on the entire national air transport system, just during a period of particularly intense traffic, on the verge of the beginning of the summer period and at the same time as important events for our Nation, such as the current EXPO in Milan and the Extraordinary Jubilee that will start in Autumn.
Furthermore, the Board has invited ENAC facilities to maintain a high level of alertness in order to continue to guarantee, within their power, sector operations in safety and efficiency, thus safeguarding simultaneously the passengers, the quality of the services offered by the operators and the right for all citizens to have access to transportation.

With reference to the press release by ASL Roma D, competent by territory, disclosing the results of the analysis carried out and stating that "no significant increase of risks for health is suggested" for staff operating the reopened areas, ENAC believes this may reassure airport workers. As a consequence, the Body has decided to maintain in Rome Fiumicino airport the limitations already in place, with operations now at 80%.

The National Body for Civil Aviation communicates that, in accordance with all the Bodies and Institutions operating at Fiumicino airport, the terminal management company ADR - Aeroporti di Roma, ENAV and the concerned airlines and terminal operators, it has been ordered a temporary limitation of operational capacity at Rome Fiumicino Airport, following the pre-emptive sequestration order for Pier D of the terminal by the Public Prosecutor's Office of Civitavecchia.
As from tonight at midnight, airport operations will reach about 80% of the normal capacity for this period, which had recovered 100% in the last few days.
Passengers flying to and from Rome Fiumicino airport are kindly invited to contact their airlines to check if their flights are being operated and flights schedules.
ENAC hope that air traffic can go back to normal conditions as soon as possible, without further service interruptions and inconveniences for passengers. The first, institutional objective of ENAC, indeed, is to protect the right to free circulation of citizens, and to ensure the safe usability of airport facilities, in compliance with current laws and regulations, as air transport constitutes an essential public service.

ADR: sequestration of pier D unjustified. No reference to dioxin in the writ of sequestration. The presence of dioxin has always been lower to international regulatory limits.
Aeroporti di Roma claims that the sequestration of Pier D, notified tonight to the company, is unjustified. Also, with respect to press allegations about the possible presence of dioxin, the company points out that in the writ by the prosecutor no reference is made to dioxin, which, by the way, has always been lower than the interational regulatory limits.

ENAC appointed the Istituto Superiore di Sanità to conduct analysis at Roma Fiumicino airport
Following the press claims appeared yesterday about the alleged presence of toxic substances at Rome Fiumicino airport, ENAC immediately requested the local Health Authorities a urgent opinion.
While waiting for the reply of local Health Authorities that ENAC has urged yesterday and today, the National Body for Civil Aviation communicates that it asked the Istituto Superiore di Sanità to carry out new analysis in the areas involved by the fire occurred during the night between May 6th and 7th.
ENAC, therefore, not having received a reply by the local Health Authorities, and after informing the political Authorities, has made the decision to involve the Istituto Superiore di Sanità in order to carry out the analysis on behalf of the terminal management company Aeroporti di Roma - ADR, so as to obtain solid and definitive data, and to identify possible measures to be adopted if so required.

ADR: Analysis confirm that all parameters are within normal values
With reference to the press articles reporting the alleged presence of dioxin in the areas involved by the fire occurred between last 6 and 7 May at Terminal 3 of Fiumicino Airport, ADR informs that no alert has been issued by ARPA or ASL Roma D, or by any other competent body, to confirm the presence of such chemical. Furthermore, ADR confirms that the analysis conducted by HSI Consulting srl and Biochemie Lab srl to detect air quality, aimed at detecting over 6,000 different chemicals in over 100 workspaces and in areas close to those affected by the fire, did not give evidence of any abnormal value. ADR, together with ENAC and other bodies and airport operators made all the efforts from the very beginning of the event to implement targeted measures for the protection of health and safety of workers and passengers, while struggling to maintain continuity in services to citizens in compliance with regulations and precaution principles.
ENAC asked ASL to confirm press articles on analysis conducted by ARPA lazio at Terminal 3 of Fiumicino airport
With reference to press articles issued today in the afternoon, that reported the alleged presence of toxic substances in the air of Terminal 3 areas affected by the fire a few weeks ago, which would have caused health problems to some workers operating in adjacent areas, the National Body for Civil Aviation asked ASL to confirm whether such information is true. To date, in fact, the supervision and control Body has received no official communication on this subject.
In particular, ENAC formally requested to ASL urgent data on this subject, in order to give to the Airport management company, if necessary, possible indications on measures to be adopted.
ENAC, however, reserves the right to file a claim with the Procura della Repubblica [Public Prosecutor's Office] for false public alarm, should the news disclosed today afternoon not be confirmed by facts.

All check-in desks are fully operational again in their original configuration.
Furthermore, from tonight the previously-imposed Notam (Notice to Airmen), with which ENAC had reduced the Airport capacity, will be cancelled. This will allow the Airport to be fully operational again.
All this has been possible thanks to the commitment and the work carried out in the last few days by the Airport management company Aeroporti di Roma (ADR), and thanks to the cooperation and flexibility of the airlines that operate in Rome airport and of all Airport operators. ADR: pier D of Terminal 3 now reopened.
Yesterday more than 135,000 passengers arrived or departed from Rome airport system.
Aeroporti di Roma, in close cooperation with ENAC, communicates that today the Pier D of Terminal 3 has been reopened as scheduled. The reopening has been approved after a meeting held at the Direzione Sistema Aeroporti Lazio of ENAC, with the participation of all airport operators and a representative from ASL Roma D (National Health Services), who gave their consent to the reopening of the area after having ascertained that there is no risk for the health of personnel and passengers. Operations are going back to normality. Yesterday, indeed, Rome airport system managed 1,000 flights. Overall, the system has welcomed over 135,000 passengers, almost 125,000 at Leonardo Da Vinci alone.

Aeroporti di Roma, in close cooperation with ENAC, communicates that the new analysis conducted today to monitor the air quality at Terminal 3 have confirmed that the values reached by the polluting substances under exam are well below national and international regulatory limits. It is therefore confirmed that there is no risk for health. The mobile laboratory operating on the airport premises will keep on collecting new samples and conducting the required analysis.

Activities reached over 90% thanks to the cooperation and the flexibility of all airport operators.

Yesterday the system has welcomed over 116,000 passengers overall, +1.9 % in comparison to the same day of last year. Almost 100.000 at Leonardo Da Vinci alone. The system's activity is over 90%, a result that could be achieved thanks to the cooperation and the flexibility of all airport operators. Full recovery of operations will be achieved in a few weeks.

ADR: Fiumicino going back to normality
After further analysis, the company confirms that there is no risk for health.

– Aeroporti di Roma, in close cooperation with ENAC, communicates that today at Fiumicino have been operated around 700 flights. Yesterday, Rome airport system welcomed about 115,000 passengers, almost 100,000 at Leonardo Da Vinci alone. Today, in the afternoon, a meeting took place at the Headquarters of Direzione Sistema Aeroporti Lazio of the National Body for Civil Aviation (ENAC) with the participation of the representatives of the Airlines operating at Fiumicino airport. During the meeting, Aeroporti di Roma shared information on the measures that have been taken aimed at restoring full operations within a few weeks. Moreover, further analysis show that the quantities of polluting substances detected in the airport are definitely lower than national and international regulatory limits. It is confirmed, therefore, that there is no risk for health. ADR will communicate on a daily basis the results of the monitoring that will be carried out thanks to a mobile laboratory deployed on site

Aeroporti di Roma, in close cooperation with Enac, communicates that by 5.00 pm 553 flights have been operated thanks to the efforts deployed by the National Body for Civil Aviation itself (ENAC), Police forces, the National Body for flight Assistance, Assoclearance, and ADR, and thanks to the readiness and flexibility of all airlines and handling companies operating at Leonardo Da Vinci airport. This is a large number indeed, that cannot be compared to normal days’ activity, seen that all carriers – with great commitment and dedication – were active also at night, therefore modifying their ordinary schedule set before the fire took place. Yesterday, at Fiumicino airport about 110 thousand passengers arrived or departed. However, some inconveniences persist for travellers, albeit in rapid resolution. We recommend to always contact airlines to check if flights are being operated and their schedules. Today at 2.00 pm, at the Direction of Lazio Airport System of ENAC, a new meeting was held involving all airport operators, so as to adopt further measures aimed at recovering normal conditions as soon as possible.

ADR: Airport progressively back to normal operations
- Yesterday 82% of flights scheduled before the fire were operated
- Early this morning, one access to T3 was reopened to reach boarding areas G and H dedicated to international flights
- 500 people were mobilised 24/24h to reclaim and restore the areas affected by fire and smoke

Aeroporti di Roma communicates that Leonardo Da Vinci airport is going back to normality. Yesterday around 760 flights were operated, that is, 82% of the scheduled activities before the fire. Among such flights, 550 were International and 210 domestic. It is worth highlighting that, on the same day of the event, the airport has managed almost 450 flights, limiting as much as possible the interruption that was required due to safety reasons, as provided for by regulations in force.
In the meantime, almost 500 people – among whom top and middle managers – have been working round-the-clock to reclaim and restore the area affected by fire and smoke. Early this morning, thank to this activity, it has been possible to reopen one access at Terminal 3 to enable passengers to reach the boarding area G – by light train – and H, both dedicated to International flights. Almost all the check-in desks at Terminal 3 are now open. Analysis carried on in the passenger transit area confirm that there is no risk for passengers and staff health and safety.
Activities are being conducted in close collaboration with ENAC and the Ministry of Transports.
Between Thursday 7th and Friday 8th May over 1,800 persons with reduced mobility were assisted by ADR Assistance: in particular, 810 persons on Thursday and 992 on Friday.

Update on operations at Roma Fiumicino: For the days of Saturday 9th, Sunday 10th, and Monday 11th May operations will reach about 60%
- After a meeting with all the entities involved in Fiumicino Airport activities, namely the airport management company Aeroporti di Roma, ENAV, the airlines directly involved, and operators, ENAC communicates that operations shall reach 60% on the days of Saturday 9th, Sunday 10th and Monday 11th from today's level of 50% of the normal activities for this period.

ADR: Within next week the boarding area D of Terminal 3 back to normal activity
From this morning, the world-leading disaster recovery specialist Belfor is operating for the reclaiming and restoration of the areas affected by yesterday's fire.
250 flights have been operated since this morning.
Aeroporti di Roma communicates that, from this morning, the world leader in disaster recovery Belfor is operating in the areas affected by yesterday fire. Belfor, whose technicians will work round-the-clock, has begun the reclaiming and recovering operations for all the area stricken by the fire and by the consequent smoke, starting from air conditioning systems. Subsequently, the damaged structures will be removed. This intervention will make it possible to re-open the Terminal 3 Boarding Area D to passengers within one week. 250 flights have been operated since this morning.

Terminal 3 of Leonardo da Vinci airport in Fiumicino, which has been struck by yesterday's fire, has been reopened early this morning.
Aeroporti di Roma teams, each staffed with 300 among technicians, cleaning and maintenance personnel worked all through the night to restore operations at the Terminal from early morning.
Indeed, in the Departures Hall of the Terminal 80% of the check-in desks are regularly operating.
Aeroporti di Roma task force, including 400 specialists, continues to ensure assistance services to travellers, distributing water and creature comforts.
All this has been possible because the event affected only the commercial area, beyond security check counters.

Enac: fire at airport Terminal 3 Fiumicino: operations at the airport are restarting - tomorrow the capacity will be 50% of usual one
ENAC informs that the operations at Rome Fiumicino airport, affected by fire at Terminal 3 last night, are gradually restarting, although with reduced capacity.Operational capacity, in fact, from midnight tonight to midnight tomorrow, May 8, will be 50% of the usual capacity.Furthemore, at Terminal3 airport staffis cleaning some areas not affected by the fire, in order to restart some activities in this Terminal. Passengers are invited to contact the airline for confirmation ofthe flight.

Aeroporti di Roma communicates that flights are gradually going back to normal schedules at Fiumicino-Leonardo da Vinci airport. The first flights have taken off, among them a Delta Airlines flight to Detroit and an Iberia flight to Madrid. The airport management company has mobilised a task force of 400 employees to assist passengers, ensure security and control activities, and give support for emergency operations for the recovery of Terminal 3.

After the executive meeting held today at Enac headquarters, the panel including all the airport bodies decided to activate the first flight departures starting from 12.00 am, according to the availability of airlines. The return to normal activity will be gradual. We would suggest passengers to directly check with their airlines and operators the timetable for their flight and the scheduled departure time before reaching the airport. The arrivals are heavily limited to a few units per hour, and are under ENAV’s direct control. Flight schedules for today will be conditioned by the event that has occurred last night.

ADR communicates That the Leonardo da Vinci will be closed till at 14.00, because of a fire at the terminal 3. Aeroporti di Roma does not recommend to all passengers to travel join the airport.
