Controlled/Limited Traffic Areas- parking meters 
Privacy Notice Pursuant to Article 13 of the Reg. UE 2016/679 (GDPR)
 

Pursuant to the current privacy legislation (European Union Regulation 2016/679 "GDPR" and Legislative Decree. No. 196/03 and subsequent amendments and additions), the following information regards the processing of personal data acquired in the context of i) the management of the Stop&Go areas (ZTL - Restricted Traffic Areas) at the "Leonardo da Vinci" airport in Fiumicino and "Giovan Battista Pastine" airport in Ciampino, ii) the management of the Kiss&Go areas (ZTC - Controlled Traffic Areas) of the "Leonardo da Vinci" airport in Fiumicino and related parking meters along the area, which are accessible to vehicles outside the arrivals and departures terminals.  

 

  1. DATA CONTROLLER

The data controller is ADR Mobility S.r.l., headquartered at 1 via Pier Paolo Racchetti, Fiumicino (Rome), 00054.

  1. TYPES OF DATA PROCESSING

In compliance with the principles established by current legislation, the personal data[1]subject to processing are those collected through the management of the controlled and restricted traffic areas and the parking meter service.

With reference to the vehicles that enter and leave the controlled and restricted traffic areas, ADR Mobility - by means of clearly defined and appropriate systems - collects the vehicle licence plate, the area, and the time and date of access and exit. Furthermore, for stays longer than 15 minutes inside the controlled traffic area of the Leonardo da Vinci Fiumicino airport, there are special parking meters which allows visitors to pay using debit/credit cards and leave the controlled traffic area after the period paid for by inserting the vehicle licence plate number (the user would not then need display the parking ticket), noting the time, the start and end date of the say, the amount paid and the licence plate number.

  1. PURPOSE AND LEGAL BASIS OF DATA PROCESSING

The personal data collected in order to register the vehicles entry and exit from the controlled and restricted traffic areas are processed by ADR Mobility S.r.l. on the basis of a legal obligation pursuant to Article 6, paragraph 1(c) of the GDPR. In particular, the processing is carried out in compliance with the Enac Direzione Aeroportuale Lazio Ordinances, specifically no. 12/2014, 14/2014, 16/2014, 18/2014 for Fiumicino and no. 15/17 for Ciampino, in implementation of Legislative Decree no. 33 of 2012 on the functioning of the controlled and restricted traffic areas of the airport.

The personal data acquired in order to allow parking payment through the appropriate parking meters in the controlled traffic areas are processed in accordance with Article 6, paragraph 1(b) of the GDPR for the execution of a contract of which the party is interested.

  1. DATA PROCESSING METHODS

The data collected in order to record the entry and exit of vehicles from the controlled and restricted traffic areas are collected through an automatic detection system and recorded on servers owned by Aeroporti di Roma S.p.A. and are accessible to the police as independent data controllers.

The entry of vehicles into the Kiss&Go and Stop&Go areas is collected with automatic detection systems, approved, and signalled using special signs, which are used to record the access and exit times, the access area and the vehicle and its licence plate number, and personal data of the visitor.

The data acquired through the parking meters managed by ADR Mobility S.r.l. for paid parking in the controlled traffic area (i.e. vehicle license plate, time and date of parking) are recorded for 24 hours on the same controlled traffic area automatic detection system in order to allow the police to separate paying vehicles from those in breach of the parking time limits.

The data related to payment by debit and/or credit card used with the payment devices installed on the parking meters are processed by the acquiring service Six Payment Solution which, as an independent data controller, manages data through its own channels, transferring them directly to the relevant bank.

 

  1. DATA TRANSFER ABROAD

Will not be sent and/or communicated to third parties located outside the European Economic Area.

  1. PERIOD FOR WICH PERSONAL DATA WILL BE STORED

Your personal data will be kept only for the time necessitated by the purposes for which they are collected in compliance with the minimisation principle defined in Article. 5.1.c) of the GDPR.

In particular, for vehicles that access the controlled or restricted traffic areas, the license plate information is kept for 5 months from the exit of the vehicle and the photo of the license plate for 3 months from the exit of the vehicle. In case of violation of the access and parking stay limits, the information will be used by the Fiumicino Local Police Headquarters as competent entity, pursuant to Legislative Decree no. 33 of 2012, for the prevention and verification of violations relating to road traffic at airports.

The data related to the payments for parking stays are kept for 24 hours for the sole purpose of allowing the police to separate paying vehicles from those in breach of the parking time limits.

  1. RECIPIENTS OF DATA

As part of the data processing carried out by the data controller, those who may receive your personal data are exclusively those in charge of ADR Mobility S.r.l. and are authorised to carry out processing operations.

Furthermore, the data will be available - for the aforementioned purposes - to the relevant police forces (i.e. Local Police Command of Fiumicino) as independent data controllers.

Your data may also be processed by the entities that are used by the data controller to maintain and manage the systems used or the physical archives, as external data processors pursuant to Article 28, paragraph 3 of the European Regulation 2016/679 (GDPR), such as, and in particular:

  • Park IT which manages and maintains SW and HW for the PMS-entervo system used for the controlled and restricted parking area surveys and SW and HW for the parking meter system;
  • ADR TEL S.pA, which remotely manages maintenance, monitoring and assistance systems used for the controlled and restricted parking areas.

Personal data related to electronic payment at parking meters is processed by acquiring service Six Payment Solution as an independent data controller.

This data will never be shared.

  1. RIGHTS OF THE INTERESTED PARTIES

The interested parties (i.e. the persons to whom the data refers) may at any time exercise against ADR Mobility, as data controller, the following rights provided for by Article. 15 and following of the GDPR. These rights are access to data concerning the party, rectification where data is inaccurate, portability, limitation, and opposition to processing, where the conditions are met.

The interested party has the right to lodge a complaint directly with the Supervisory Authority for the protection of personal data pursuant to Article 77 of the GDPR.

  1. NOTICE UPDATE

The data controller reserves the right to modify and update this information over time.
